Product Registration with Dubai Municipality

Register your food, cosmetic, or consumer products with Dubai Municipality — for importers, manufacturers, and brands entering the UAE market.

Introduction - Product Registration with Dubai Municipality

Before many regulated products can be legally imported, sold, or distributed in Dubai, they must be registered with Dubai Municipality's relevant department. This applies to a wide range of product categories including packaged food and beverages, cosmetics and personal care items, health supplements, and other consumer goods subject to UAE conformity standards. Registration confirms that your product meets the labelling, safety, and ingredient requirements applicable in the UAE.

At Custom Clearing Dubai, we support importers, manufacturers, and brand owners through the product registration process. Getting this right before your shipment arrives avoids clearance delays, rejected consignments, and the cost of returning or destroying non-compliant goods.

How Product Registration Works

Product registration is managed through Dubai Municipality's online portal. The application requires detailed product information including the product name, manufacturer details, country of origin, ingredients or composition, and labelling specifications. For food products, the label must comply with the Emirates Authority for Standardization and Metrology (ESMA) and Dubai Municipality food labelling standards — including Arabic language requirements, nutritional information, and halal certification where applicable.

Cosmetics registrations are reviewed by the Product Compliance Section, which assesses ingredient safety, product claims, and labelling compliance against the GCC Cosmetics Technical Regulation. Products containing restricted or prohibited ingredients are rejected regardless of the supplier's country of origin.

Once a product is registered and approved, it is assigned a registration number that must be referenced on customs declarations for that product. Approvals are valid for a defined period and must be renewed before they expire. Importing a product after its registration has expired is treated the same as importing an unregistered product.

Who This Service Is For

Product registration is required for food and beverage importers and distributors, cosmetics and personal care brands entering Dubai, health supplement and nutraceutical suppliers, manufacturers exporting to the UAE who need product approvals in place before shipment, and companies expanding their product range into regulated categories — and any brand or importer that needs a product cleared through Dubai Customs under a valid municipal registration.

Product Compliance in Dubai: Key Facts

Dubai Municipality's Product Compliance Section has registered hundreds of thousands of cosmetic and personal care products from suppliers worldwide. Products are assessed against the GCC Cosmetics Technical Regulation, which aligns with international standards but includes additional regional requirements. (Source: Dubai Municipality)

Food products sold in Dubai must display labels in Arabic in addition to any other language. Labels must include ingredients, nutritional information, allergens, net weight, country of origin, and expiry date. Non-compliant labels are a common reason for product rejection. The UAE's halal certification requirement applies to all meat and poultry products imported from non-GCC countries, and to any product that includes animal-derived ingredients unless it is certified halal. (Source: UAE Ministry of Climate Change and Environment)
